南充市政府自1998年起到2005年间，由于腐败没有得到有效的控制。政府各部门，买官卖官十分严重。特别是在委托培养生工作分配，更是明目张胆地公示，要学生与用人单位自行联系，双向选择。许多没有后台和关系的委托培养生本来应有一份工作，却被有关系有后台的人员占有。政府部门将同学生签定的合同视为一纸空文，严重违反公平就业的社会公信。
